1. Project title
“Alternative monitoring of the government control over the implementation of the Action Plan on Increasing Transparency and Struggle against Corruption”.
2. Project goal
To increase the effectiveness of the implementation of the Action Plan through the ensuring the active participation of the civil society groups in implementation of the National Strategy and Action Plan on Increasing Transparency and Struggle against Corruption, and by this way to contribute to the overall process of effective struggling against corruption in Azerbaijan.
In order to achieve the above mentioned goal the following objectives will be fulfilled:
To conduct alternative monitoring of the issues stated at the chapter VI of the Action Plan– “Organizing the control mechanisms over implementation of the National Strategy” and Chapter 2, provision 16 which is about the measures for development of the public relations.
The following activities will be taken in regard of this objective:
- To monitor the “hotlines” created by the governmental bodies and measures for informing population about this service
- Monitoring of the mechanisms created for conducting operative measures regarding the applications, complaints and information submitted through “hotlines”
- To monitor the evaluation and publicizing of the situation with the implementation of the measures by Commission on Combating Corruption and Cabinet of Ministers.
- To analyze the activities had been taken by the Commission on Combating Corruption with the aim of revision of the situation with fulfillment of the measures stated at the National Strategy
3. Composition of the coalition and responsibilities of coalition members:

Responcibilities of the Coalition members:
Citizens Labor Rights Protection League is responsible for:
- Elaboration of the monitoring metodologies
- Conducting of the monitoring process
- Identification of the monitoring tools
- Conducting surveys in regions of Azerbaijan (Sheki, Gandja)
- Preparation of the reports and recommendations
- Processing of results and elaboration of the recommendations based on the results of monitoring
- Translation of the monitoring and report documents from Azerbaijani into English
- Preparation of the strategy for follow up activities

Azerbaijan Young Lawyers Union is responsible for:
- Conducting of the monhtly meetings of coalition
- Conducting of the monitoring process
- Conducting surveys in regions of Azerbaijan (Lenkeran, Guba)
- Presentation of the project
- Conducting of the monitoring process
- Conducting surveys in regions of Azerbaijan (Zagatala and Mingechevir)
- Publishing of report
- Conducting of discussion with the interested parties the reports and recommendations
- Advocacy campaigns regarding the recommendations
- Press conference for presenting the reusults of the project
- Legal expertise
- Providing with legal experts at the events
- Preparation of the strategy for follow up activities
- Conducting of the monitoring process
4. Expected outcomes:
- Improvement of the mechanisms; relevant recommendations to willbe made on Action Plan
- Concrete recommendations will discussed with interested parties and working groups will be created
- The monitoring methodoly will be elaborated and will be used for monitoring of the other provisions of the Action plan and other programes indirectly related to the combating corruption.
