About us

Eurasian Lawyers Association (ELA) was established on October 2005 and officially registered on January 27, 2006. The mission of ELA is to study and promote human rights and the rule of law and propagating them among people and assisting the lawyers throughout Eurasia.

 

The objectives of ELA are the following:

 

§         sharing ongoing legal practice among the other lawyers of Eurasian continent;

§         studying research works in different fields of law;

§         conducting researches in protection of human rights and freedoms in Eurasia;

§         teaching international conventions and agreement in human rights and freedoms;

§         organizing the practice exchange among Eurasian lawyers;

§         implementation of innovative ideas in legal system;

§                  developing the legal profession;

§         learning of international standards of lawyer’s code of ethics;

§         organizing human rights conferences, meetings and symposiums;

§         comparative analysis of conformity of national legislation to the conventions;

§         research activity in different fields of law;

§         proposing assistance to authorities in the promotion of legislative acts;

§         increasing the role of lawyers in the development of civil society, consolidating their international co-operation;

§         conducting the research and monitoring work in different fields of human rights.

International Advisory Board

 

The International Advisory Board (IAB) has been established in May 2009 on the basis of the decision of the Executive Board of the Eurasian Lawyers Association (ELA) and the members of the IAB are selecting by the Executive Board with the recommendation of the Chairman.

IAB will consist of the lawyers, human rights defenders, advocacy activists from all around the world with the aim of consolidation of the efforts of lawyers and human rights defenders for reinforcement of the situation with human rights and democratization in Eurasia region.

Members of the IAB have a priority in selection for attending of the ELAs' events in international, regional and national levels.

Members of the IAB are at the same time can be functioned as the focal points/representatives of ELA at their respectful countries in case of such interest. For this purpose the members of the IAB could apply to the Executive Board with the proposal for establishing of the representation of ELA. Membership at IAB is free of charge. Chairperson of the Executive Board of ELA is a Coordinator of the IAB.

Mr. Ramil Iskandarli, Chairman of the Executive Board of Eurasian Lawyers Association, coordinator of IAB, Alumni of the John Smith fellowship Porgram (http://www.johnsmithmemorialtrust.org/web/site/Fellows/FellowsProfiles/Azerbaijan/RamilIsgandarov.asp)and Chevening fellowship on Human Rights Law, University of Nottingham is a coordinator of the International Advisory Board.

 

 

 

The IAB member:

Advise and assist the ELA Headquarter and monitor the overall strategic direction of the organization

Receive reports from the ELA Headquarter on performance and gives recommendations on improvement of the level of the effectiveness of ELAs’ activities.

Evaluate and advise the ELA Headquarter on Annual Strategic Plan

Advise, expertise and participation in the implementation of the international projects, cross-border cooperation projects of ELA and advise in the management of risks.

Provide other advice and input as required.

 

Members of IAB will be up for re-nomination every 5 years. New members of IAB can be selected by the Executive Board in close consultation with the IAB members.

A major task of the International Advisory Board will be increasing the international nature of the ELAs’ activities and development of projects to sustain ELA into the longer term.

 

 

Sessions

The International Advisory Board will meet a minimum of once per 2 years.
However, the IAB may meet in extraordinary session at the request of the majority of its members in agreement with the Chairman of Board taking into consideration the financial resources of ELA for conducting of such meetings.

Voting

The IAB shall endeavour to arrive at its decisions by consensus. In the event of a vote being taken, each member of the IAB shall have one vote. In case of an even vote, the vote of the Coordinator shall be decisive.


Secretariat

Chairman of ELA shall provide the staff and other means required for the operation of the IAB.

The secretariat shall provide the necessary services for the sessions of the IAB.

Presentation of the monitoring related to the State Anti-corruption National Action Plan has been conducted
The next monitoring conducted within the Project titled “Alternative Monitoring of the National Action Plan on implementation of the National Strategy on Increasing Transparency and Combating Corruption” financed by the Counterpart International with the funding of the United States Agency for International Development and carried out by coalition led by the Citizens’ Labor Rights Protection League as leading organization together with Azerbaijan Confederation of Lawyers, Eurasian Association of Lawyers and Azerbaijan Young Lawyers Union has been concluded. The presentation ceremony of the Report has been conducted in January 27, 2010 at the Azerbaijan Media Centre. The Presentation Ceremony of the Advocacy campaign
The Presentation Ceremony of the Advocacy campaign: Alternative Monitoring of the State Program on Proverty Reduction had been conducted at Azerbaijan media Centre in December 15, 2009. Implementation of the main parts of a range of sections of the “2008-2015 State Program on Poverty Repuction and Sustainable Development at the Republic of Azerbaijan” approved by the decree of the president of the Republic of Azerbaijan No3043 on September 15, 2008, including 5.2 (Social Protection of Population) and 5.3 (Refugees and IDPs) covers years 2008-2010. Realization of the priority directions provided in these sections are the main indicators ensuring poverty repuction and sustainable development.
 
Manual on "International legal protection of the human rights" had been published
The Manual on "International legal protection of the human rights" had been published by the Eurasian Lawyers Association with the financial assistance from the State NGO Support Council under the President of Azerbaijan Republic with the circualtion of 1500 units.

Azerbaijani lawyers came back from Madrid
According to the Secretary General of Azerbaijan Lawyers Confederation (ALC) Nadir Adilov, the Annual Congress of the International Bar Association (IBA) had been conducted in Madrid. During the event Azerbaijani Lawyers Confederation was accepted for full membership by the unanimity votes of the IBA Council.
